Each clue counts its 3×3 neighborhood
A numbered cell's clue equals the count of filled cells within the 3×3 box centered on that cell (including the cell itself). Edge and corner cells have smaller neighborhoods.

Use clue 0 and maximum clue
A clue of 0 means all 9 (or fewer near edges) neighbors are empty. A clue equal to the neighborhood size means all neighbors are filled. Mark all of them at once.

Overlap neighboring clues
Adjacent clue cells share most of their neighborhoods. If two neighboring clues differ, the difference tells you about the cells that are in one neighborhood but not the other.

Work outward from known cells
Once a cell is determined to be filled or empty, revisit every clue cell whose neighborhood includes it — you've reduced their unknown count by one.
